Heartbeats Get a Little Less Noisy

The patch updates the shared helper so it can fall back to each provider's registered auth env vars when deciding whether a provider is configured. In plain English, OpenClaw is now better at recognizing setups that are driven by environment configuration instead of explicit JSON config blocks.
