OpenClaw's Talk setup flow received a major cold-start improvement in PR #138483, "fix(talk): avoid full plugin imports during cold catalog discovery." The pull request merged at 20:21 UTC on September 4, 2026.
The headline problem was startup delay. The PR says users opening the Control UI in a cold source checkout could wait roughly 93 seconds for Talk capability discovery, with most of the remaining cost coming from full voice-plugin runtime imports.
The Discovery Bottleneck
Talk capability discovery needs to enumerate speech, transcription, and realtime providers. But importing full plugin entrypoints just to discover catalog metadata creates avoidable synchronous work, especially in a cold checkout where runtime caches are not warm.
Earlier ownership work had already repaired discovery-context handling. This PR keeps that repair intact and moves the expensive catalog path onto a narrower boundary.
What Changed
The new optional capabilityCatalogEntry lets plugins construct real provider descriptors without running full runtime registration. According to the PR, 18 voice owners now share existing provider factories through that boundary.
The change also introduces exactly three public types:

Active runtime descriptors still take priority. Declared families are authoritative, including intentionally empty families. Older register-only plugin contracts continue to work when declarations are absent, and broken declared entries fail visibly rather than silently pretending to be runtime-ready.
The PR is careful about what it does not change. It does not add a second cache, a global binding setter, a warmer, a readiness substitute, a new protocol, a persistent-store migration, or an operator option. Authentication, selected plugin roots, prepared metadata, artifact/module caches, and native host operations keep their existing ownership boundaries.

For users, the improvement should show up when opening Talk-related setup or provider selection from a cold source checkout. OpenClaw can enumerate voice capabilities without importing unrelated full plugin entrypoints first.
The PR reports a before-fix baseline around 92,991 ms on the cold-import path. In later proof, a separate native Gateway/browser catalog flow completed its first successful catalog in 657.874 ms, with OpenAI and xAI present across speech, transcription, and realtime. The author is clear that this is not a paired baseline benchmark, but it does demonstrate the intended catalog path operating without the old full-import stall.
Provider selection, authentication, synthesis and transcription factories, installed overrides, and runtime lifecycle remain owned by the existing implementations. The PR also notes that it does not fix a separately assigned background model-refresh event-loop stall.

The merged change is broad, touching plugin manifests, provider catalog entries, SDK types, host-operation boundaries, and compatibility tests. The PR reports local validation across 1,461 tests and 121 final registry/catalog cases, plus focused CI repair suites for xAI, DeepInfra, and related providers.
Exact-head CI run 33912103094 completed successfully with 123 successful jobs and 12 skipped. A separate secretless npm artifact proof packed all eight affected publishable plugins and verified native imports of the actual tarball catalog entries, provider identities, entry paths, and integrity metadata.
For operators and plugin authors, this is not just a speed fix. It is a cleaner contract for declaring Talk capabilities without paying the cost of full plugin activation during catalog discovery.
